Support and Implement Behavioral Change Communication to Increase Uptake of Highly Effective Prevention Services and Behaviors in Selected Urban and Rural Populations in the Southern and Western Provinces of the Republic of Zambia under the President’s Emergency Plan for AIDS Relief (PEPFAR)

Grant Amount: Approximate Current Fiscal Year Funding: $1,500,000; Approximate Total Project Period Funding: $7,500,000.

The goal and objectives of the program in Zambia are to reduce new HIV infections by 50 percent while scaling up treatment, care, and support by 2015.

The objectives of Zambia’s national HIV response program are to

(1) accelerate and intensify prevention in order to reduce the annual rate of new HIV infections by 50%;
(2) accelerate the provision of universal access to comprehensive and quality treatment, care, and support for people living with HIV and AIDS, their caregivers and families, including services for TB, STI, and other opportunistic infections;
(3) mitigate the socio-economic impacts of HIV and AIDS especially among the most vulnerable groups, orphans, and vulnerable children, people living with HIV (PLHIV) and their caregivers and families;
(4) strengthen the systems that underpin Zambia’s response to HIV and AIDS; and
(5) strengthen the capacity for a well-coordinated and sustainably managed HIV and AIDS multisectoral response.

The purpose of this FOA is to support and implement comprehensive behavioral change communication interventions that will promote health seeking behavior of individuals, families, and communities in order to reduce risk of sexual transmission (such as through delayed onset of sex, reduced numbers of partners, and consistent condom use), as well as improve the uptake of effective biomedical prevention services, such as couples HIV testing and counseling (HTC), PMTCT, MC, and ART.
