Health Systems Strengthening for a Sustainable HIV/AIDS Response in Ukraine

Grant Amount: The anticipated total federal funding amount is $18,000,000.

The purpose of the ‘Health System Strengthening for a Sustainable HIV/AIDS Response in
Ukraine’ project is to strengthen Ukraine’s health system to ensure effective and sustainable
delivery of HIV/AIDS prevention, care and treatment services to key populations.

The program's purpose will be achieved through the following major objectives:

Objective 1: Enhance national leadership and capacity for evidence-based and gender-sensitive HIV policy programming and implementation (40%);
Objective 2: Improve and optimize resource allocation and financing for the national and selected regional HIV/AIDS programs targeting key populations (40%);
Objective 3: Optimize and strengthen human resources for health (HRH) for the delivery and scale-up of gender-sensitive HIV/AIDS services targeting key populations (20%).

USAID seeks to implement a comprehensive set of interventions in these three areas, which
are interrelated and complement each other, resulting in the following outcomes:
significantly strengthened local institutional and operational capacity (at the center and in up
to ten priority regions with highest HIV/AIDS burden) to improve and implement evidence-based
and gender-sensitive HIV policies targeting key populations, to design and implement
the new five year (2014-2018) national and regional AIDS programs, with optimized
resource allocation, financing and strengthened HRH to deliver integrated gender-sensitive
HIV/AIDS services to key populations while using the opportunities opened up by the GOU
health reform efforts.

applicant(s) whose application(s) conforming to this RFA are the most responsive to the
objectives set forth in this RFA. The Government may (a) reject any or all applications, (b)
accept other than the lowest cost application, (c) accept more than one application, (d) accept
alternate applications, and (e) waive informalities and minor irregularities in applications

The federal grant process is web-enabled, allowing for applications to be submitted on-line.
Complete Application packages shall be submitted electronically through, and
must be received no later than the closing date and time as indicated on the cover letter of the
