Technical Assistance Resource Center: Promoting Appropriate Long-Term Care Supports for LGBT Elders

Grant Amounts: The Administration on Aging is providing $300,000 in funding for a Technical Assistance Resource Center that promotes appropriate long-term care supports for LGBT elders.
Like other older adults, LGBT seniors face a variety of issues as they strive to maintain their independence. These include health concerns, financial matters, and a variety of social issues. Like other underserved populations, LGBT individuals also face a number of unique challenges as they grow older. Many of these challenges result when older LGBT individuals begin to seek supports and services to assist them as they strive to age in place in their homes and communities. To begin to address the unique challenges faced by older LGBT adults, AoA intends to fund a national resource center designed to provide national, state, and local organizations, including those with a primary mission of serving LGBT individuals, with the information and technical assistance they need to effectively serve older gay, lesbian, bisexual, and transgender individuals.

The development of an AoA funded Resource Center is the first step in laying the groundwork necessary to bring about culture change both within the aging services network, as well as within the LGBT community. Through the efforts of the Resource Center the capacity of both service networks will be enhanced to better meet the needs of older gay men, lesbians, and bisexual and transgender individuals. AoA encourages applicants to be creative and innovative as they design their approach. Toward this end, the Resource Center will have three primary objectives: (1) educate mainstream aging services organizations about the existence and special needs of LGBT elders; (2) sensitize LGBT organizations about the existence and special needs of older adults; and (3) educate LGBT individuals about the importance of planning ahead for future long-term care needs.
At a minimum, LGBT Resource Center services will (1) identify/create and promote educational resources designed to sensitize mainstream aging services providers to the LGBT elders and their unique needs and preferences; (2) identify/create and promote educational resources designed to combat ageism that may exist within the local LGBT community; (3) identify/create and promote educational resources designed to educate LGBT elders about planning for future long-term care needs; (4) conduct outreach to diverse LGBT communities (urban, rural, minority, etc) to inform them of the existence of the LGBT Technical Assistance Resource Center and the services available through the Center; and (5) utilize information technology to promote the Resource Center including the development of a Resource Center website.

|
The amount of Federal funds available for this new funding opportunity is anticipated to be between $250,000 and $300,000 in FY 2010. The AoA plans to fund one Technical Assistance Resource Center grant (cooperative agreement) at a federal share between $250,000 and $300,000 per year for a project period of three years contingent upon availability of federal funds. Only the first year of funding will be available in FY 2010.

Under this Older Americans Act (OAA) program, AoA will fund no more than 95% of the project’s total cost, which means the applicant must cover at least 5% of the project’s total cost with non-Federal resources. |
