Accelerating Delivery of Comprehensive HIV/AIDS in High Prevalence, Underserved Districts In The Republic Of Uganda Under The President’s Emergency Plan For AIDS Relief (PEPFAR)

The goal and objectives of the program in Uganda is to support the government of Uganda scale up coverage of HIV prevention, care and treatment services including pediatric HIV care and treatment to improve the health of Ugandans, and to strengthen health systems to enhance the Ugandan Ministry of Health (MOH) capacity to respond to the health needs of the population. (1) Provide comprehensive basic care to 55,514 identified HIV-positive adults and children and ART for 33,620 existing and new adult and pediatric clients; (2) Provide targeted HIV testing and counseling services to 442,668 aimed at identifying HIV positive individuals and linking them into appropriate HIV services; (3) Implement proven effective HIV prevention interventions including scaling up provision of comprehensive Preventing Mother-to-Child Transmission (PMTCT) services to 5,740 HIV-positive pregnant women to support virtual elimination of mother to child transmission of HIV; safe male medical circumcision for 230,273 eligible men; and appropriate interventions for key populations; (4) Respond to the health needs of HIV positive persons by overall strengthening of health systems.
In the first year, the successful applicant will be expected to achieve 20% of the targets for each of the objectives.
The purpose of this FOA is to support the Ugandan MOH in providing the following HIV/AIDS services to underserved high prevalence central and western districts of Kibaale, Kiboga, Kyankwanzi, Hoima, Buliisa, Masindi and Kiryandongo by working through a comprehensive facility and community based approach engaging the district local governments as well as private health service providers through direct support and sub-granting arrangements.
