Communities Forward- A Community-Based Comprehensive HIV Prevention, Counseling and Testing Program to Reduce HIV Incidence
Grant Amount: An estimated $110, 000,000 is available for awards pursuant to this RFA.
The United States Government, as represented by the United States Agency for International Development (USAID) Mission to Southern Africa, is seeking applications from South African organizations interested in implementing a five-year Community-Based Comprehensive Prevention and HIV Counseling and Testing program entitled Communities Forward in order to reduce HIV incidence, as fully described in this Request for Applications (RFA).
The purpose of this program is to implement in the following three sectors: (1) apply strategic evidence-based communications interventions at multiple levels for greater effectiveness and such evidence may be grounded in the social sciences or biomedical sciences as relevant to the context of the program ; (2) strengthen communities to lead and sustain comprehensive HIV prevention and sexual and gender- sensitive responses; and (3) expand high quality and targeted community based counseling and testing services that optimize effective linkages to care, treatment and prevention, consistent with the Program Description in this RFA.

Subject to the availability of funds, an estimated $110, 000,000 is available for awards pursuant to this RFA. USAID expects to award an estimated two to four Cooperative Agreements, ranging from an estimated $20,000,000 to $75,000,000 for a 5 year activity. In no event will the funding amount for a combined sectors award or for an award with more than one sector exceed $75,000,000. USAID reserves the right to fund any one or none of the applications submitted.

Applications involve a two-step process. As step one, USAID will be requiring all applicants to submit a concept paper, which will be judged against the applicable evaluation criteria; and as step two, based on the evaluations results of the concept paper, successful applicants will be invited to submit full technical applications. The RFA states that the Communities Forward Program will be implemented in three Sectors. A concept paper and technical application will be required for each Sector.
