Strengthening the Evidence Base and Capacity for Implementing HIV Prevention and Care and Treatment Programs in the Republic of South Africa under the United States Presidents Emergency Plan for AIDS Relief (PEPFAR)

Grant Amount: Approximate Current Fiscal Year Funding: $10,000,000; Approximate Total Project Period Funding: $50,000,000.

The purpose of this FOA is to provide technical assistance (TA) in two program areas:
(1) Strengthen the evidence-base for implementing HIV prevention and care and treatment
programs in South Africa (TA Area #1); and
(2) Strengthen the capacity strengthening of local organizations to implement HIV
prevention and care and treatment programs in South Africa (TA Area #2).

The objective for TA Area # 1 is to inform and enhance the effectiveness and efficiency
of prevention and care and treatment interventions through the collection, analysis, and
dissemination of strategic information.

The objective of TA Area # 2 is to improve the quality and sustainability of HIV/AIDS
and TB programs through targeted capacity strengthening of local organizations
supporting HIV prevention, care and treatment services, strategic information, and health
systems.

All funded activities will be aligned with the SAG HIV programmatic priorities and
strategic information agenda, and will be defined in partnership with NDOH, other SAG
government agencies, and PEPFAR. Evaluations will identify and answer questions of
national importance that strengthen the national health care system and the national HIV
response.

The two Technical Assistance Program Areas for this Funding Opportunity
Announcement are as follows:
(1) TA Area #1: Strengthen the evidence-base for implementing HIV prevention, care
and treatment programs in South Africa. Applicants applying to TA Area #1 must
propose to work in at least three of the prioritized activities listed for Year One.
(2) Strengthen the capacity of local organization to better support HIV
prevention, care and treatment programs in South Africa. Applicants applying to TA
Area #2 must propose to work in at least three of the prioritized activities listed for
Year One.
